H.E. Mattar Al Tayer, Chairman of the Board and Executive Director of Roads & Transport Authority (RTA) extended best greetings and wishes to HH Sheikh Mohammed bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE and Ruler of Dubai, marking the first anniversary of issuing the Decree appointing HH Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum as Dubai Crown Prince, and HH Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum as Deputy Ruler of Dubai. Al Tayer wished their highnesses continued success and prosperity.
In a speech marking this occasion Al Tayer said:
HH Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum is very much involved in following-up development & implementation of business & departmental plans to ensure that projects are delivered according to the timetable set by Dubai Executive Council. HH also oversees the business of the sectoral commissions of Dubai Government, and personally gets involved in the work progress of local government departments, be it through reviewing periodical reports submitted to the Executive Council, or making field visits followed by decisions to boost performance levels.
HH Sheikh Hamdan bin Mohammed has all the characteristics of the visionary leader which he derived from his father and mentor HH Sheikh Mohammed bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE and Ruler of Dubai. Besides shouldering the responsibility of Dubai Crown Prince Office and the chairmanship of Dubai Executive Council, HH Sheikh Hamdan bin Mohammed also presides over Dubai Sports Council and Dubai Autism Center. Such a portfolio clearly demonstrates the multiple humanitarian concerns of HH.
HH Sheikh Hamdan bin Mohammed learned from his father, HH Sheikh Mohammed, the spirit of poem and arts. He was fond of equestrian early on and emulated the sports achievements of his father. It was no strange that HH clinched the title of several coveted championships; such as the Gold Medal in the Endurance Riding Event of the Asian Games (Doha 2006) and landed the first position in the King of Bahrain Endurance Cup, 120 km, 2008.
HH Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum, Deputy Ruler of Dubai and the 1st Vice-Chairman of Dubai Executive Council, is in touch with all local, regional and global issues, and exerts ceaseless efforts to safeguard the interest of the nation. Dubai Maritime City, the world’s first purpose-built maritime centre and a member of the Dubai World Group of companies, has announced that it has recently signed a memorandum of understanding (MoU) with the Arab Sea Ports Federation to explore joint business opportunities and open new avenues for cooperation and mutual growth. The partnership is part of Dubai Maritime City's program to engage in long-term business relationships with leading regional and international maritime institutions and reinforce its competitiveness in international markets.
Dubai Maritime City's partnership with the Egypt-based Arab Sea Ports Federation effectively extends its network and partnerships within the Arab World, while strengthening its presence in key maritime locations across the region. The MoU was recently signed by Amer Ali, CEO of Dubai Maritime City, and Rear Admiral Essam Eddin Badawy, Secretary General of the Arab Sea Ports Federation, during a ceremony held in Dubai, as part of a visit by Federation Members to Dubai Maritime City. RTA hosts an exhibition of antique collections to mark the Accession Day
Dubai (UAE): Roads & Transport Authority is hosting an exhibition of relics and antique artifacts in the Main Customer Service Center, Umm Ramool illustrating the history of the UAE in the pre-and post-Union era. The exhibition, which marks the anniversary of the Accession Day of HH Sheikh Mohammed bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE and Ruler of Dubai, witnessed a huge turn out from RTA clients and visitors.
These historical artifacts were collected by Bader Mohammed Sa’ab and Ibrahim Ali; two young Emiratis RTA employees fond of collecting antique photos. They organized this joint exhibition in response to an initiative from Customer Service Centers Dep’t in order to promote the skills and talents of employees.
“RTA attaches great attention to the youth and supports their hobbies, innovations and initiatives; be it individual or collective, in an effort to reassert its role in the community. This exhibition is the second organized by the Dep’t; as the first one included 112 various models of deluxe, sport, classical, and heavy-duty cars. Those cars belonged to a young Emirati fond of collecting car models, and the exhibition was well received by RTA customers” said Laila Ali bin Hareb, Director of Customer Service Centers Dep’t at RTA Corporate Support Services Sector.
“As part of its community activity RTA opted to offer an exposure to the owners of these antique photos to exhibit their artifacts at the Main Customer Service Center to showcase these rare hobbies which illustrate the era of 1970s and 1980s of the UAE history” added Laila.
The exhibition features a wide variety of aged & rare currencies and stamps. It also includes rare photos of HH Sheikh Mohammed bin Rashid Al Maktoum along with old books narrating the bio-data & poems of HH, the book written by HH “My Vision”, and aging newspapers.
Bader stated that he developed the hobby of collecting old stamps and currencies since he was a child; which he in turn inherited from his father. He added: “This exhibition is a valuable opportunity for me to introduce my hobbies to the public and foster relations with peoples with similar hobbies and interests”.
On the other hand, Ibrahim stated that he developed his hobby 20 years ago. Besides collecting antique currencies and photos, he collected images, newspapers, glazed utensil and old movies depicting the history of the UAE before and after the Union. “RTA provided me with a golden opportunity to showcase my favourite hobby, and exhibit my relics; which I collected over the past decades” he added.

RTA Inaugurates 4 New Bus Routes
Dubai (United Arab Emirates): Public Transport Agency at Roads & Transport Authority (RTA) announced the inauguration of four new public bus routes last Thursday, covering several areas in the emirate of Dubai. The step has been taken following site surveys covering several areas in the emirate of Dubai conducted by the Agency to identify the requirements for public buses and meet the increasing demand for this service triggered by the rising population growth in the emirate.
“RTA Public Transport Agency is keen on expanding and upgrading the quality of its services to cope with the urban expansion and demographic growth witnessed by the UAE; particularly the emirate of Dubai which has a growing significance as a regional business hub and a point of attraction to investors and businessmen from all over the world” said Abdullah Yousef Al Ali, Director of Buses Dep’t at RTA Public Transport Agency.
Al Ali elaborated on the new bus routes saying: “The newly inaugurated routes include: (F43): starting from Ibn Battuta Mall (Chinese Court Entrance) and extending up to Discovery Gardens, with 30 minutes headway, (F46): starting from Ibn Battuta Mall (Chinese Court Entrance) and extending up to Dubai Lakes, with a one hour headway, (F53): starting from Ibn Battuta Mall (Chinese Court Entrance) and extending up to Dubai Industrial City, with 30 minutes headway, and (X92): starting from Ghubaiba to Dubai Investment Park, with 30 minutes headway. Several buses have been deployed on these routes such that there would be 6 buses in each of (F43), (F46) and (F53) routes; and 7 buses in (X92).
“This step is envisaged in RTA Strategic Plan which calls for improving mass transit modes in Dubai and attracting additional commuters as a means to alleviate road traffic congestion. It reflects the effort of the RTA to expand this vital service and increase the percentage of trips made by mass transit modes up to 30% by 2020. This merits provision of transport alternatives which have to be of high quality, affordable, wide geographical coverage and competitive to private vehicles. It also warrants orienting the prevailing social outlook and culture of mass transit modes, and achieving multi-modal integration of bus service, metro service and marine transport service.
“We anticipate that this step will bring about a qualitative addition to the services offered to the growing number of passengers in the said areas to keep abreast of the huge and accelerated development witnessed by all sectors in the emirate of Dubai. It will also contribute to a smooth traffic flow and encourage a wide spectrum of the community to take-up this service and minimize the use of private vehicles in shuttling between those areas. No doubt it is bound to ease traffic congestion particularly in the morning and evening peak hours” concluded Al Ali.
It is note-worthy that Public Transport Agency had launched 8 routes in 2008; namely 330, C3, C10, C14, C15, C18, X23, AND X28.

Dubai Municipality, in cooperation with Mirdif Security & Safety Consultants, recently organized a course for its engineers as part of the series of training courses held by the Engineering Supervision Section in the Buildings Department aimed at enhancing their level of competence, field supervision and work inspection in construction sites.
The course coincides with the Buildings Department issuing a the Safety Manual for construction sites in Arabic and English, which is considered to be one of the major reference material on safety in construction sites in the emirate of Dubai. Contractors and consultants can get a copy of the manual from the concerned counters in the Municipality.
All fifty engineers in the Engineering Supervision Section were trained on safety conditions and the new additions in the manual that conforms to the latest and advanced in the field of safety science in the advanced countries.

‘International Property Show - Dubai 2009’ to witness extensive participation from international exhibitors

Dubai, 27 January 2009: Dubai Municipality has presented a paper on the Coastal Zone Monitoring Programme along Dubai Coast in the Environment Conference 2009 which has been held recently in the Abu Dhabi National Exhibition Centre under the theme "Towards a Sustainable Coastal Environment."
The paper was prepared by Eng. Alya Al Harmoudi, Head of Coastal Zone and Waterways Management Section at the Environment Department, under the title "An innovative approach for monitoring and managing dynamic Dubai coastal zone". It showcased the emirate's experience in this field and explored the basics and ways of activating the methodology of integrated management of coastal zone through legislation and regulatory undertaken along the environmentally-sensitive areas. There also is a regulatory unit which undertakes all tasks and responsibilities for monitoring and studying the coastal phenomenan and their impact on the marine environment.
The paper focused on the Integrated Coastal Zone Management (ICZM) approach which is based on a sound understanding of prevailing coastal processes for managing the Dubai coastline which is subjected to massive development pressure coupled with extensive natural resource utilization. The most important strategic initiative for effective management of the Dubai coastal zone was identified to be the implementation of a coastal zone monitoring programme. The initial emphasis of the programme was primarily data collection and establishment of marine survey capability. Subsequently, this monitoring programme shifted focus to data analysis, products and interfacing with DM-operated predictive numerical models. The outcomes of this carefully designed phase sequence would eventually be translated to strategic planning directives and development of legislations to preserve and ensure sustainable development of the coastal zone.
In addition to the above, the section is undertaking an initiative to monitor the coastal zone through video cameras as three video cameras, mounted on the rooftop of the Burj Al Arab hotel, have been installed to capture time-lapse imagery of beaches. The building housing the cameras is located offshore, allowing the cameras to capture a full view of the beach from offshore, rather than the usual onshore seaward-directed view captured by most such systems. Captured video data were subjected to time exposure analysis to allow beach profile and bar dynamics to be quantified. Live images captured by the cameras were made available on the website at 30 minute intervals. As a complement to this effort an expanded network of cameras is now to be installed along the Dubai coast.
A high-frequency Radar system was recently installed to allow mapping of surface currents and wave fields off Dubai covering the area of Palm Jumeirah to Port Rashid. The provision is also made for inclusion of captured data on a dedicated website. The data captured will include magnitude and direction of currents, wave height, direction and period. The measurements will be subjected to initial verification through comparison with directional wave measurements obtained through the deployed ADCPs.
Moreover, a number of water quality monitoring field studies have also been carried out in Dubai Creek and off the Dubai coast in order to provide calibration and validation data for 3D water quality models of Dubai Creek and the Dubai coastal area.
The captured data, Alya added, are presently stored on a server at the Dubai Municipality and workstations running ArcMap® GIS is used as principal data management application. The latest captured data are also made available to the general public in summary tables and graphs on the web site www.dubaicoast.ae. Future planned enhancements of the marine database are focused on adopting standards for data capturing, data storage and manipulation.

Dubai Crown Prince and Chairman of Dubai Executive Council His Highness Sheikh Hamdan Bin Mohammed Bin Rashid Al Maktoum loaded the progress achieve by Dubai Central Laboratory (DCL) during the past years and the skills accomplished by its employees that match international standards.
He expressed his satisfaction on the lab's international glory, which has come through international recognitions on its professional and technical capabilities, the certificates it issues, its credibility, the skills of its employees and the advanced equipments it uses.
Sheikh Hamdan Bin Mohammed Bin Rashid Al Maktoum was speaking after a visit to the DCL, which was part of his visits to the different departments, establishments and authorities in the emirate of Dubai to get a brief on their work progress.
Eng. Hussain Nasser Lootah, Director General of Dubai Municipality, the director and employees of the Central Lab received Sheikh Hamdan, who was visiting the lab for the first time.
The Crown Prince listened to a presentation on Dubai Central Laboratory Department by its director Eng. Hawa Bastaki, who explained the vision, mission and strategies of the department as well as the tasks undertaken by its employees and the international recognitions received by the lab for its credibility in conducting tests in different fields.
She said that the strategic map for 2007-2011 aims at enhancing the customer loyalty towards the central lab, strengthening financial competency and effectiveness, development and diversification of services to the customers as well as its role in serving the society and preservation of environment, public health and safety by sticking to the rules and regulations and achieving legal and transparent environment.
It also include cooperation with the partners and suppliers, outstanding performance in the field of corporate excellence, e-transformation, applying international specifications and best practices, developing urban plan features as regards encouraging human resources and its development.
The number of employees in the Central Laboratory Department has reached 300 and the nationals constitute 49% among them. The DCL, which consists of Food & Environment, Engineering Materials, Consumer Materials and Calibration & Standardization labs, provides 94% of its services online.
She said the vision of DCL is to become the top product confidence vendor in the world and the mission is to evaluate products and carry out tests and studies, develop specifications and verify standards through the expertise of the DCL staff for the purpose of contributing towards protecting the consumers and achieving customer satisfaction.

Such works included setting up the precast yard, digging trial trenches, carrying out topographical surveys and soil analysis of impacted sites.
“RTA has approved the initial design submissions prepared by the company for stations, which feature a unique diamond-shaped front-end design, internal layout of carriages, and the depot. Work in the Project is progressing according to the approved schedule and the consortium of the French Alstom, the Belgian Besix, the American Parsons and the French Sistra companies will start utilities diversions in preparation for commencing construction works.
“Safouh Tram Project extends 14 km along Al Sufouh Road. Phase I envisages construction of a 9.5 km-long track starting from Dubai Marina up to Mall of the Emirates Station. The Tram network includes 19 passenger stations 9 of which are covered under Phase I and spread across activity and population density areas along the tram route. Each train measures 44 meters in length and has a loading capacity of about 300 passengers. The fleet will consist of 8 trams in Phase I and 17 more will be added in Phase II such that there will be a fleet of 25 trains in place capable of commuting about 5000 passengers per hour per direction.
“The tram track basically extends at the grade level along Al Sufouh Road but rises in an elevated section across certain areas of Dubai Marina, for reasons dictated by urban structures of the area. It passes in a path parallel to Dubai Metro Red Line and links up with the metro system in three stations along Sheikh Zayed Road where tram stations are linked via footbridges with metro stations to ease transit and exchange of passengers between the two modes. Safouh Tram also links up with the Monorail of the Palm Jumeirah at the entrance of the Palm from Safouh Road to facilitate passenger traffic between the areas served by both projects.
“The Project serves a residential and commercial area along the track of the tram in Al Sufouh, Dubai Marina and Jumeirah Beach Residence. These areas witnessed in recent years high-end urban development for residential, commercial and tourist purposes. They encompass prominent commercial and tourist landmarks such as Mall of the Emirates, Madinat Jumeirah and Burj Al Arab in addition to areas of high significance such as Knowledge Village, Dubai Media City and Dubai Internet City. Demographic studies of the project revealed that those areas have a population of about 180 thousands, 210 thousand workers and 20 thousand visitors. The high population and workers density reflects the importance of the tram project as an initial step in a chain of similar transport modes to cover all high density areas in the emirate.
