Completion rate hits 50% at Rashid Hospital tunnels, 75% at surrounding roads project: Al Tayer

H.E. Mattar Al Tayer, Chairman of the Board and Executive Director of Roads & Transport Authority (RTA), announced that 50 per cent of Rashid Hospital Tunnels had been completed and preparations had been made for the basic traffic diversion under Phase II of the project which would enable the contractor construct the remaining tunnel units. 19 tunnel units out of a total 30 units had been completed which accounted for 65% of the required works under the initial phase of the project. Installation of the electromechanical fittings would be initiated after opening the second stage of the traffic diversion. Works in surface roads outside the tunneling area had so far reached a 75 per cent completion rate.

“Rashid Hospital Tunnels Project; which costs about 705 million dirham, is part of RTA master plan to alleviate traffic jams in the vicinity of Rashid Hospital and improve traffic flow in the area. Upon completion of the project the capacity of roads within the project zone is set to rise to about 6000 vehicles per hour” stated Al Tayer.

“The project comprises construction of roads and two tunnels to serve the traffic inbound from Tariq bin Ziyad and Umm Harir Roads and outbound to the intersection of Riyadh Road with the extension of the Floating Bridge, with each tunnel comprising two lanes in width. The first tunnel branches out of Tariq bin Ziyad Road beneath Al Maktoum Bridge, and the second tunnel, inbound from Umm Harir Road, passes through Oud Maitha Park, and the two tunnels converge to make a 4-lane tunnel heading to Riyadh Road via Rashid Hospital. The project also encompasses converting Riyadh Road intersection with the extension of the Floating Bridge into a 4-lane road. A road will be constructed to serve the traffic inbound from the Floating Bridge heading towards Tariq bin Ziyad Road” added Al Tayer.

Tellingly, RTA undertook several projects in this area of Bur Dubai to ease traffic bottlenecks and increase the intake of roads in order to cater to the urban expansion and resulting vehicular traffic. RTA had constructed the Floating Bridge, which is just half a kilometer off Al Maktoum Bridge, comprising 6 lanes extending from the surface intersection near City Center and Dubai Golf Club (Deira) and terminating at the would-be constructed intersection at Riyadh Road. The project included modifications with the aim of improving the efficiency of the intersection in the vicinity of Riyadh Road; where R/As on the way to the Creek Park had been converted into signalized junctures. The project also involved construction of an extra lane linking between Khalid bin Al Waleed and Oud Maitha Roads on the one hand, and Al Ittihad Road and Deira on the other.

RTA had also widened Al Maktoum Bridge from 9 to 11 lanes and the project also encompassed widening of roads leading to the Bridge and the approach to the Bridge at Umm Harir Road from two to three lanes; which added to the capacity eased the flow of traffic inbound from Sheikh Zayed Road towards Deira. It also included the improvement of Khalid bin Al Waleed Road to ease the pressure on this vital road in order to improve its traffic flow towards Deira. Bridge improvement and widening works also included increasing the number of lanes from Deira heading to Bur Dubai from 4 to 6 lanes spanning the total length of the Bridge.

Al Tayer stressed that RTA would carry on with the improvement of key roads in the city of Dubai as part of the vital projects undertaken to upgrade and improve roads, and provide advanced services at residential areas; which is part of the strategy and ongoing endeavours of the RTA to keep pace with the urbanization drive, and meet the requirements of growth and demographic expansion in the Emirate.

H.E. Mattar Al Tayer, Chairman of the Board and Executive Director of Roads & Transport Authority (RTA), announced that project completion has reached 97 per cent in the bridges at the approaches of the entry/exit points of Rashidiya Metro Station, and 95 per cent of bridges and roads leading to Meydan Racecourse at Nad al-Sheba area.

Bridges leading to Rashidiya Metro Station are currently undergoing final touches by the contracting company in preparation for opening. The project includes construction of directional ramps at the intersection of Emirates Road and Khawaneej Road. It also includes construction of two bridges at Khawaneej Road in order to facilitate vehicular movement from and to the Park and Ride facility of Rashidiya Metro Station with a total length of 2.5 km. Early last year RTA has opened phase one of the project involving a bridge leading to the entry of the Parking lot of the station; which has a capacity to house about 2700 vehicles.

“Construction of the project, which costs about 699 million dirham, comes as part of RTA drive to improve and upgrade the network of main roads in the emirate of Dubai, and link the Park-and-Ride facilities of the metro stations with the roads network within Dubai Emirate. Rashidiya Station is one of the key metro stations as it is the starting point of Dubai Metro Red Line. The station extends 130 meters in length and 30 meters in width and has a capacity to handle 11,000 passengers per hour per direction. The station has two entry points fitted with escalators and lifts to ease the movement of commuters to and from the station, and a multi-level parking lot with a capacity to accommodate 2714 vehicles in order to encourage the public to use the metro in their travels across the emirate. The ground floor of the complex has been designated for public transport modes that feed the station, and has been designed to accommodate articulated and double-deck buses and to ensure smooth traffic flow and accommodate a large number of buses at a time. The building has also been linked with footbridges extending to the opposite side of the road leading to the metro station such that the period needed to travel from the farthest point of a parking slot will not exceed 3 minutes, while addressing all safety aspects of passenger movement within the parking lot.

Al Tayer revealed that construction of Roads & Bridges Project leading to Meydan Racecourse reached an advanced stage and the contractor is about to finalize the project which encompasses construction of bridges extending 2025 meters, including two entry/exit bridges extending 710 meters and a VIP bridge linking Meydan with Dubai-Al Ain Road extending 1315 meters.

“Construction works in the project will be finalized with the launch of the 15th Dubai World Cup on 27 March 2010. The bridges will serve Meydan project; which covers an area of 76 million square feet and encompasses the biggest horseracing racetrack in the world in addition to an hotel, golf courses, malls, recreational facilities, modern stables, Godolphin gallery, waterways, restaurants and parking lots for about 10,000 vehicles.

Rail Agency at Roads & Transport Authority (RTA) has outlined its environmental and sustainability work plan 2010; which is based on RTA Strategic Plan aiming at curbing pollution and conserving the environment.

“RTA Rail Agency has based its environmental and sustainability work plan 2010 on two key axes; the first one is implementation and application of the environmental management system across the Rail Agency through compliance with the international environmental standards (ISO 14001). The second one is sustainability of environmental enforcement and audit; which is viewed as an extension of the international environmental standards as well as a strategic goal of the RTA (minimizing the negative environmental effects of transportation)” said Mohammed Al Ruwaished, Director of Quality, Health, Safety & Environment Dep’t at RTA Rail Agency”.

He continued: “The Agency is counting on several factors to help realize its environmental strategic plans. Much emphasis is given to assigning due consideration to the standards of green buildings and sustainability in all future rail projects; which will conserve the environment and increase the lifespan of these projects. It will also ensure safe and smooth mobility for all segments of the society in a way that serves the principles of sustained development (protecting the environment, community welfare, customer satisfaction, and economic prosperity). More emphasis is also made on minimizing the waste of building projects, and methods of saving power and water consumption.

Rail Agency is seeking to protect the environment through various means including conducting a study to assess the environmental effect and enforcement program coupled with deeply rooted preventive measures that care for various environmental aspects such as noise & air pollution and vibrations during the construction phase of the project. Due consideration has also been given to the operational period as it contributes to curbing the environmental pollution which might result from the operation of Dubai Metro, so it is imperative to check the best environmental practices adopted in this regard. Studies concluded that trains are among the best transport modes as they minimize the environmental pollution and conserve the environment as much as 3 folds vehicles and aircrafts. The Agency is therefore exploring the possibility of increasing rail projects in the emirate up to 2030 over and above the existing projects (Dubai Metro and Sufouh Tram).

Al Ruwaished added: “There are environmental stipulations which we have to comply with such as not to exceed the noise levels permissible in the emirate of Dubai as monitored by the enforcement systems in place, where in 2009 Rail Agency has achieved a compliance rate with permissible thresholds as high as 95% or more. The Agency is also observing other stipulations such as dust control, introducing preventive measures to prevent the blowing of dust, and safe disposal of waste resulting from construction of rail projects. These conditions are complied with under a regime that encompasses carrying out environmental auditing and inspection on monthly basis through visiting the metro and tram construction sites to take notes and forward them in reports submitted to the Consultants for taking appropriate corrective actions”.

“Monthly meetings are being held with the Consultant and Contractor to debate the outstanding environmental issues and assist in working out solutions to reduce the environmental effects that may impact the environment and the community. The Dep’t pays serious attention to tracking public complaints and taking instant measures in their response; particularly those related to high noise and ground vibration levels resulting from rail project activities” concluded the Director of Quality, Health, Safety & Environment Dep’t at RTA Rail Agency.

H.E. Mattar Al Tayer, Chairman of the Board & Executive Director of Roads & Transport Authority (RTA), announced that the total number of e-services offered by the RTA has reached 164 services (procedural and informational) representing all services rendered online compared to 24 e-services offered in 2007 and 116 e-services in 2008. RTA has achieved a 100% transition to e-services in respect of all the services agreed to in advance with Dubai e-Government. RTA is currently pondering launching extra services that could possibly be switched online and drawing up the work plans for their implementation. Meanwhile RTA website is receiving soaring number of visitors clocking 15 million hits during the period from May to December 2009, with more than 5.5 million pages surfed, reflecting a 37% rise in the number of new visitors.

“From inception, RTA shouldered the responsibility of uplifting the level of customer service and was keen on diversifying the channels of delivering them, at the top of which was the internet. For this end, RTA developed an integrated strategy for switching the delivery of services online in accordance with the vision of Dubai e-Government. Such a strategy was based on prompt delivery and customer centricity in coordination with the e-government in the context of the drive to showcase the e-services of the RTA, and use the standards & benchmarks of Dubai e-Government such as eServices Quality Framework. Meanwhile RTA assigned due consideration to the feedback of Dubai e-Government made in the course of e-services quality assessment report about the design and content of the portal” said Al Tayer.

He added: “RTA was keen on dedicating special WebPages on the main portal for affiliated agencies such as Licensing, Rail, Traffic & Roads, Marine and Public Transport agencies. This makes it easy to surf and expedite the retrieval of data required by clients and listing the e-services agency wise. RTA website is being linked with the portals of government department such as Dubai Police and Dubai Municipality; enabling surfers to move instantly to inquire and pay traffic offences online without having to physically move to Police Stations. RTA has also made a link-up with several other bodies such as insurance companies, and forwarding & courier companies to provide delivery service for driving licenses, and renewed registration cards. It also established a link with the approved eyesight testing centers for driving license applicants where the examiner enters the details directly in the shared database. This enables the customer to review the status of his or her application, expedite RTA processing of transactions, and speed up the delivery of licenses to clients through their specified address.

The initiatives and activities undertaken by the RTA in the field of e-services have contributed to facilitating customer service procedures. For instance two e-services related to driving licenses and vehicle registration cards have been launched online with a view to adding new and diverse channels for processing transactions without having to visit the service location.

Through the Toll Gate system website (Salik) it is possible to register a new vehicle, add another vehicle to an existing Salik account, review the offences, check the functioning of the system, and find out the locations of Salik Toll Gates, in addition to developing a new service such as submission of complaints online, and m-Pay service, which enables the client add an e-balance either online, through the IVR channels or the mobile phone.

Launched in May 2009, the m-Parking service enables payment of parking fees through the mobile phone without having to go to the parking pay machine or carry coins. The user has to send an SMS to the number 7275 including the vehicle plate’s number, zone code, and the parking time requested. The system sends a confirmatory SMS to the user, and automatically transmits the vehicle number plate to the parking attendant stating that the parking fee of this vehicle has been paid. It also sends a reminder SMS to the user 10 minutes before the expiry of the ticket, and the number of system users has now grown to half a million users. All paid parking zones in the Emirate of Dubai have been covered by the m-Parking service. In the initial phase about 220 machines had been installed covering Sheikh Zayed Road, Dubai Internet City and Dubai Media City. In Phase II all paid parking zones in Bur Dubai were covered through installation of 1547 machines, and in the last phase all paid parking zones in Deira had been covered with 1546 machines.

NOL

RTA Chairman and Executive Director said: “The Automated Fare Card branded as Nol Card is one the electronically sophisticated systems across the world offering the best and easiest service to the users of various transport systems spanning Dubai Metro, public buses, water bus and paid parking machines. The number of cards sold since the Nol card had been rolled out on 22 August 2009 up to 22 December 2009 reached 1,041,000 cards, whereas the number of transactions in which Nol cards were used from the date of official launch on 09.09.09 to mid of December 2009 exceeded 48 million transactions, of which 262,000 transactions were related to the payment of parking fees”.

The card is easy to obtain & use; the user has just to add a balance to the card enabling him or her various transport options. The fare will be automatically calculated on the basis of pay as you go. The card is safe, difficult to forge and manufactured by multiple manufacturers at world-class standards. The card design addresses the future requirements of e-payment systems allowing for the possibility of adding multiple and diverse services.

Online Auction

“In January 2010 RTA will launch the Online Auction System; which is bound to bring about a quality shift in the services of vehicle number plates offered by Licensing Agency, and add enhanced efficiency & quality to the processes” revealed the Chairman of the Board & Executive Director of the RTA. Number plates not designated for open auction used to be sold at their nominal values to the first ordering customer; this caused indignation of some customers who were interested in these numbers who were not able to attend at that time. “The system will prop-up revenues as such numbers used to be sold at their nominal value, and it will also reduce the congestion at the Licensing centers once a new code is released enabling customers to buy the numbers not designated for public auction in an expedited manner before being bought by other customers; which will also save time and effort of employees, and reduce the complaints sent to Plates Section” he noted.

Wojhati

Al Tayer stated that RTA was keen to deliver top-class services to users of mass transport system with a view to encouraging individuals to switch from using private vehicles to mass transit modes in their travels. For this end RTA has developed an integrated package of programs & systems that will facilitate the use of public buses in the form of Wojhati (Journey Planner). Dubai Emirate has become only the fifth city worldwide to apply the system after London, New York, Munich and Melbourne. The system provides full details required by mass transit mode users such as calculating the journey fare, identifying the easiest & fastest means of reaching a certain destination, establishing the prescribed walking distance before arrival at the first point of using transport means, the walking distance after arrival at the nearest point to the intended destination of the user, and the number times of changing buses in case the service is routed through interchanging points. The program also offers bus schedules, bus route maps, and route destinations, besides providing all information related to bus stops in a single journey. The program has been designed to cover all Dubai Emirate, and users can inquire about the mass transit modes, and how to use and access them by adding destinations to the fields provided in the program.

Digital Space

RTA has uploaded public transport data (such as bus routes, metro lines and water bus lines) on Google Maps; thus Dubai has become the first city in the Middle East and North Africa regions to add its public transport data to Google Maps. Such feature will offer public transport users, including residents, visitors and tourists of the emirate, to plan their daily travels in advance through this simple and technology which is accessible to all interested users 24 hours a day.

Al Tayer stated that RTA launched Sharekni service; enabling individuals to car-pool a single vehicle to and from the workplaces. The website acts as an intermediary between the service users, where they can rideshare a single vehicle; a step which will contribute to cutting congestion and reducing carbon emissions. The number of registered individuals since the launch of the service in July 2008 has exceeded 140,000 registered individuals. RTA has also launched employee transportation service on buses, known as Awselni in June 2008; where the service has attracted 1719 employees transported in 16 buses and the program is receiving monthly growth injections of 14%.

Al Tayer further added: “Innovative e-services have been unleashed such as booking taxicabs online; a unique service in the region. There is also the system of booking taxicabs using SMS, and the automatic tracking of vehicles, both launched with a view to providing advanced and high quality public transport services to the public in Dubai Emirate. The system provides instant bus tracking system 24 hours a day, and establishes a link between buses enabling them to reach destinations on time. It facilitates the process of bus management through a central bus control unit, where the employee at the Center can make any changes that constantly require bus traveling on the approved timing.


Al Tayer concluded: “RTA has also launched virtual transportation service; a 3-dimensional tool enabling users to identify four types of metro stations in a virtual mode to experiment these stations in a pictorial tour. The aim of the service is to reach the largest possible number of the public, educate them on the features of the integrated transport system provided by the RTA, and encouraging them to use mass transit modes instead of private vehicles”.

Construction works completion, train operation set for the second half 2010

H.E. Mattar Al Tayer, Chairman of the Board and Executive Director of the Dubai Roads & Transport Authority (RTA), revealed that the completion rate in constructing several stations on the Green Line of Dubai Metro ranges from 50% to 80%, and emphasized that the project is running on schedule such that the opening and start of operation will be in the second half of 2010.
Al Tayer made this announcement during a tour he recently made to inspect the work progress in the Green Line Stations of Dubai Metro project, which took him to Al Qusais Depot, the Command & Control Center, the multi-level Park-and-Ride facilities, Al Nahdah Station, Bani Yas Station, and Al Ras Station. During the tour Al Tayer was accompanied by the CEO of Rail Agency Abdul Majeed Al Khaja and several directors and engineers supervising the project.
Al Tayer set off his tour by inspecting the metro Depot at Al Qusais, where construction works have exceeded 70%. The Depot; a garage for maintaining & cleaning of metro carriages, is fitted with air-conditioners and advanced firefighting systems. It comprises a parking area for train carriages and has a capacity to house 60 trains at a time. It includes Rail Operations Systems Control Center; which ensures the safety of doors, brakes and engines in each train separately, as well as the air-conditioning systems and other sophisticated sub systems. It also contains workshops for carrying out maintenance works, and dedicated workshops for washing and cleaning of train carriages.
Al Tayer then inspected the work progress in Trains Systems Control Center; which is fitted with the state-of-the-art technologies enabling full control of the daily metro operation on both the Red and Green Lines. The Center also provides control, supervision and monitoring of rail traffic & systems through supervising the functionality of the auto train movement, communication systems, electrical transformers, and power feed system for both the trains and metro stations. It also enables supervision of safety systems such as fire-fighting systems, ventilation systems in tunnels, stations & trains in addition to rail air-conditioning systems, and safety of doors, brakes and engines of each train. The Center also acts as a point of communication with rail commuters in the event of emergency through the communication systems on board the carriages and the Control Room.
Al Tayer reviewed the work progress in the multi-level Park-and-Ride facility which has a capacity to house 2350 vehicles in order to encourage the public use the metro in their mobility within the emirate of Dubai. The building has been designed to provide ample space for feeder buses, ensure smooth traffic flow and accommodate huge numbers of cars at the same time. It is also fitted with footbridges linking up with the other opposite side of the road in order to provide easy and safe access to the metro station, while providing all the standard safety measures for passenger movement in the building.
Al Tayer completed his site tour by inspecting the work progress at Al Nahdah Station; an elevated station that has a capacity of about 11,00 passengers per hour in each direction. The station extends about 130 meters in length and 30 meters in width and has two entry points fitted with escalators and lifts. Al Tayer toured the station in which the completion rate reached about 50%, where he directed to expedite the completion of electromechanical works and installation of escalators in the station.
H.E. Mattar Al Tayer moved on to inspect the work progress at Bani Yas Station; which is one of six underground stations on the Green Line. The station measures about 144 meters in length and has a width ranging from 22 meters to 53 meters with a capacity to handle about 8,000 passengers per hour. He toured the station which contains wide areas to be invested in various commercial activities such as restaurants, cafes, convenient stores, property showrooms, bank services and ATMs. Construction works in the station have reached an advanced stage exceeding 80% while the completion of internal decorations has hit 80% as well.
Al Tayer then inspected the work progress at Al Ras Station; where construction works exceeded 50%. The station is one of two stations that feature heritage design illustrating the history and legacy of the UAE. The theme of the design revolves around employing the architectural traditional elements used in antique buildings, such as wind towers (Brajeel), oriel (mashrabia), alleyways (sukaik), internal arches and others through replicating them in an enhanced manner, while taking into consideration the aesthetic and technical dimensions of those elements such that the heritage-inspired stations would match the traditional souqs in the locality and look like a natural extension of the Heritage & Diving Village, fitting well with the antique & existing control towers in the area.
Upon concluding his tour Al Tayer expressed his delight with the work progress in various locations of the project, and commended the efforts of all personnel working tirelessly to complete the project. However, he called on the contracting company to do more to ensure opening of all stations on time.

H.E. Mattar Al Tayer, Chairman of the Board and Executive Director of Roads & Transport Authority (RTA) revealed that all construction works on the 19 stations on the Red Line of Dubai Metro have been completed, and that electromechanical works in the said stations range from 80 to 97%, adding that RTA is all set to phase out the opening of the stations in February 2010.
The announcement was made during an inspection visit made by Al Tayer that included the Command & Control Center at Rashidiya, and 10 other stations on the Red Line of Dubai Metro. During the tour Al Tayer was accompanied by the CEO of Rail Agency Abdul Majeed Al Khaja, Director of Rail Construction Dep’t Adnan Al Hamadi and several other directors and engineers overseeing the project.
Al Tayer set off his visit by inspecting the Command & Control Center at Rashidiya; which is one of the superior and most sophisticated control centers in the Middle East. Scheduled for inauguration in February 2010, the Center will enable full control of the daily operation of the metro service on both the Red and Green Lines.
The Center will be a hub for controlling, supervising and monitoring train movement and related systems through monitoring the performance of automated systems that govern the movement of trains, as well as the functioning of telecommunication systems, electrical transformers, and power feeders to both the rolling stock and the metro stations. It will also enable supervision of safety systems such as fire extinguishing and firefighting services, ventilation systems of tunnels, stations and trains, train air-conditioning systems as well as the safety of doors, brakes and engines on each train separately. The Center also provides a means of communication with train passengers through on board communications system fitted in the carriages and control room to be used in emergency conditions.
His Excellency Mattar Al Tayer then inspected Emirates Station, where electromechanical works completion rate has hit 90%. H.E. directed that work should commence expeditiously on construction of roads, bus stations and landscaping in the area surrounding the station. Continuing his tour, Al Tayer then visited the station of Terminal 1 of Dubai International Airport, the construction of which is funded by Dubai Civil Aviation Authority, according to an agreement signed in this regard between the RTA and Dubai Civil Aviation Authority. The Station, together with Terminal 3 Station, is considered a key station on the Red Line that serves a huge portion of passenger traffic from and to Dubai International Airport.
H.E. Chairman of the Board and Executive Director continued his inspection tour by visiting GGICO Metro Station at Garhoud area which serves a large number of schools in the area. Electrical and mechanical works completion is nearing 88% in the station. Then, Al Tayer inspected work progress at Karama Metro Station where electromechanical works completed have reached an advanced stage exceeding 95%.
This station serves highly densely populated areas and will, upon operation, contribute considerably to increasing the number of Dubai Metro ridership. The Station comprises a footbridge stretching 157 metres connecting the station to the two sides of Sheikh Khalifa bin Zayed Street.
H.E. Mattar Al Tayer then inspected Dubai World Trade Center Station where electrical and mechanical works have been completed. Pilot technical testing of the station is underway to ascertain its preparedness for operation. His Excellency directed work to be commenced immediately on the provision of sufficient parking for buses and taxis to serve the station users including those commuters who visit Dubai International Convention and Exhibition Centre which hosts over 60 international exhibitions annually spanning a wide range of sectors.
His Excellency also inspected work progress in Emirates Towers Metro Station in which completion rate is as high as 95%. Final touches are now being made on the station in preparation for the technical trial run. He also inspected work progress at Burj Dubai Station, which serves Burj Dubai; the world’s tallest building constructed in the heart of the most stunning structures on earth. Built as part of mixed use estate development in the Emirate, Burj Dubai comprises Dubai Mall, the largest shopping centre in the world, the “Old Town” and residential towers overlooking a man-made lake constructed as part of the project with a central “dancing fountain” considered to be the tallest and most beautiful of its kind in the world. Burj Dubai Station will be connected with passenger transport bus service from the Station to the Burj Dubai area and back.
H.E. Chairman of the Board and Executive Director continued his tour by inspecting work progress at the Al Qouz and Dubai Marina Stations, in which electromechanical works completion rate is 85%. He concluded his tour by inspecting Ibn Battuta Station with electromechanical works completion reaching 95%. He was briefed on the bus service provided by RTA Public Transport Agency to transport passengers from Ibn Battuta Mall to Nakheel Harbour & Tower Station and back. Regular service is provided for passengers shuttling between the station and the Mall.
In concluding his inspection tour, His Excellency Mattar Al Tayer expressed his delight with the progress of work in various project locations and commended the diligent & tireless efforts being made by the workers to complete the project. He called on the company carrying out the project to do more in order to complete to complete the job and get of all of the stations opened as scheduled.

The French companies construct RTA projects worth AED6b led by Safouh Tram

Her Excellency Mrs. Anne-Marie IDRAC, French Minister for Foreign Trade paid a visit to Dubai Metro where she was received upon arrival at Nakheel Harbour and Tower Station by H.E. Mattar Al Tayer, Chairman of the Board and Executive Director of Roads & Transport Authority (RTA), and several RTA chief executives. The French Minister was accompanied by an official delegation including H.E. André Dulait and a member of the Senate of France and representative of Deux-Sèvres department, H.E. Alain Azouaou, French Ambassador to the U.A.E, H.E. Nada Yafi the French consul-general in Dubai, in addition to representatives of several French companies.
The French Minister was briefed by H.E. Mattar Al Tayer on the Dubai Metro Project; which comprises the Red and Green lines, and said: “The Red Line extends 52 km (5 km under the ground) and spans 29 stations including 4 underground stations (Khalid bin Al Waleed, Al Ittihad, Riggah and Port Saeed), 25 elevated stations, including two stations at Dubai International Airport. The Green Line which extends about 22 km (10 km underground track), includes 18 stations 6 of which are underground”.
She also reviewed the details of designs and finishing works of Dubai Metro stations made at deluxe and luxurious standards. They have a unique design encompassing modernity and authenticity of the UAE heritage. The external design of the roofs emulates the shell shape and replicates the close link between the peoples of the UAE with the sea and pearl fishing legacy. The interior design replicates the four elements of nature; water, air, fire and land besides the heritage design of Al Ras and Ghubaiba Stations.
Al Tayer pointed out that Dubai Metro has lifted about 3.2 million persons over 56 days and the average daily ridership was about 57,000 passengers and the number hits 80,000 passengers per day during weekends.
Afterwards the French Minister inspected Nakheel Harbour and Tower Station, which has a capacity of 11,000 passengers per hour in each direction. The station has two entry points fitted with escalators and lifts with a total length of 130 meters and width of 30 meters. The station has a multi-level building for car parking capable of accommodating 3000 vehicles. Then she and the accompanying delegation boarded the metro towards the Financial Center Station.
H.E. Mattar Al Tayer then held a meeting with H.E. Anne-Marie at Emirates Towers in the presence of both parties during which they explored the means of boosting cooperation and exchanging expertise between the RTA and the French companies operating in the field of roads and transport.
Al Tayer started the meeting by praising the historical relations linking the UAE and the Republic of France; which contributed to increasing the volume of bilateral commercial exchange. He also hailed the joint investments in various fields and the increasing visits of French tourists to the country in a way that cements the friendly relations between the peoples of the two countries. Al Tayer also commended the performance of the French companies undertaking projects for the RTA.
“The projects undertaken by French companies for the RTA worth about 6 billion dirham, most of which are rail projects. Tales Company implemented Signal Control System as well as the communication System between the Control Room and trains, and between the trains themselves. SYSTRA company is also undertaking a consultant project in the Red & Green Lines of Dubai Metro project as well as Safouh Tram; which ranks at the top of projects awarded to the French companies as it was won by the consortium of the French company Alstom, the Belgian company BESIX, the British company Serco, and the American Parsons company; which will cater for the detailed designs” said Al Tayer.
“The project costs about 4 billion dirham and extends over 14 km along Safouh Road linking Jumeirah city and Mall of the Emirates with Dubai Marina and Jumeirah Beach Residence. It comprises 19 passenger stations distributed over the densely populated areas activity points across the track of the tram which meets with the Red Line of Dubai Metro at 3 stations at Sheikh Zayed Road, where a link is provided between these stations and footbridges. The track meets with Jumeirah Palm monorail at the entrance of the Pal at Safouh Road. The rest of activities undertaken by the French companies revolve around Dubai Metro Project.
Al Tayer stated that he would be looking forward for more investments from the French companies particularly those specialized in roads sector. “RTA plan over the next five years comprises several roads and bridges projects across Dubai Creek at a cost exceeding 3 billion dirham; which will be a good opportunity for the companies to engage in the tender made by the RTA” he added.
For her part the French Minister said at the end of her visit that she was impressed by the projects carried out by the RTA in the field of mass transportation through Dubai Metro and Safouh Tram as well as public transport modes. She also hailed the speed through which these projects are completed in a record time.

HRH Prince Andrew The Duke of York, the UK's Special Representative for International Trade and Investment, yesterday visited Dubai Metro where HRH was received at Al Ittihad Metro Station by H.E. Mattar Al Tayer, Chairman of the Board and Executive Director of Roads and Transport Authority (RTA), in addition to several RTA executives and senior officials of the British SERCO Co., the Operator of Dubai Metro.
Prince Andrew was briefed by H.E. Mattar Al Tayer about Dubai Metro Project; which comprises the Red and Green lines, and said: “The Red Line extends 52 km (5 km under the ground) and spans 29 stations including 4 underground stations (Khalid bin Al Waleed, Al Ittihad, Riggah and Port Saeed), 25 elevated stations, including two stations at Dubai International Airport. “Dubai Metro has 48 stations, including the Union Station which is the biggest underground station worldwide spanning an area of 25,000 meters. It is one of the key interchange stations where the Red and Green Lines meet, with a capacity to load 22,000 passengers per hour. The station comprises two levels and extends 230 meters in length, 50 meters in width and 18 meters in depth, with numerous trading outlets for serving metro users. It has two entrances fitted with lifts and escalators. Four tunnels branch out of the station linking up with Khalid bin Al Waleed station and Riggah station on the Red Line, Bani Yas station and Salah Uddin station on the Green Line. Khalid bin Al Waleed Station is second interchange station where the two lines meet. The station has four entrances fitted with escalators and lifts at the main entrances.
Afterwards Prince Andrew, accompanied by H.E. Mattar Al Tayer, boarded Dubai Metro from the Union Square Station to the Financial Center Station; which has a capacity to handle 11,000 passengers per hour per direction. The station extends about 130 meters in length and 30 meters in width and has two entrances fitted with escalators and lifts. The metro stations use the automatic platform doors technology which is synchronized with the opening and shutting mechanism of train doors in order to provide maximum comfort, safety and security for passengers, as well as maintain the efficiency of air-conditioning system in the interior of stations and carriages from the external climatic impacts.
Al Tayer also briefed Prince Andrew on the stations linked with air-conditioned footbridges which have spacious corridors for the public to cross between the two sides of Sheikh Zayed Road. They are fitted with travelators and high-class finishing, and these bridges are set to revolutionize the link between the public and the city, and enhance the trend to minimize the reliance on private vehicles.
At the conclusion of the visits, HRH Prince Andrew the Duke of York expressed his admiration of Dubai Metro, the designs of the trains and stations and the high technology of it.

IT Department at Corporate Technical Support Services Sector of Roads & Transport Authority (RTA) announced that Dubai has become the first city across the Middle East & North Africa (MENA) regions to enter its public transport network in the digital space know as Google Maps. The new feature enables public bus users, including residents, visitors and tourists in the emirate, to plan their daily travels in advance through this technology; which is easy to use and accessible to all internet users 24 hours a day.
A statement to this effect was made in a recent bilateral meeting during which an agreement was signed between the RTA and Google. The agreement was signed for RTA by the CEO of Corporate Technical Support Services Sector Abdullah Al Madani and for Google Co. by the Regional Product & Marketing Manager Wael Ghonim. Following the signing of the agreement, Dubai public transport map was entered in Google Map website to overlay routes of public transport network information in full coordination with RTA Public Transport Agency.
“The initiative of uploading various transport information on Google Maps is a co-service intended to enhance “Journey Planner” initiative know, as “Wojhati” launched by Public Transport Agency in the first quarter of this year. The new initiative will definitely enable a large portion of potential users across the globe to gain access to the public transport network in the emirate of Dubai” said Al Madani.
“This technology aims at assisting public transport users in Dubai in establishing the optimum mobility method, and enlists the available public bus routes options depending on the starting point, destinations and travel times. The service also enables both residents & visitors to inquire about the timing of bus schedules and routes through checking them on Google Maps. In this sense, Dubai becomes one of more than 50 cosmopolitan cities to use this technology such as London, Paris, New York, and Zurich with sophisticated public transport networks across the globe.
“Whether the user wishes to book an hotel or restaurant, he or she can activate the display of transportation charts on Google Maps to know the nearest bus route. This service also enables the user to move between destinations on Google Maps website, or search a particular destination; where the service will identify and display the best travel means together with bus routes & schedules in a smooth format” added Al Madani in a final remark.
For his part Wael Ghonim, Google’s Regional Product & Marketing Manager said: “Uploading Dubai transport network is the first initiative of its kind in the Middle East and North Africa. We are extremely happy to see Google Maps used in a way that provides useful information for users in the emirate of Dubai. Displaying the transit details on Google Maps reflects our vision to offer users the information that help them in their daily life. Dubai – Roads & Transport Authority: Roads & Transport Authority (RTA) takes part in Gitex 2009 through exhibiting a host of e-services, hi-tech public bus & metro systems, and Nol cards among other ultra-modern public transport gadgets.
According to the CEO of Corporate Technical Support Services Sector Abdullah Al Madani RTA is set to showcase diverse electronic services in Gitex 2009 targeting both individual & corporate clients. “RTA has about 140 e-services on offer through various electronic channels as well as its portal (www.rta.ae). RTA services have a peculiar nature that makes them somewhat different from other departments’ services as they are educative and informational at the same time. RTA is also preparing quizzes and promotional offers for the public who have benefited from its online services” he said.
“Exhibiting these prime elements in Gitex 2009 aims at introducing the public to the latest technologies and e-services, and illustrates RTA efforts to keep abreast of the latest technological innovations.
“The online services on offer at RTA stand in Gitex include online renewal of driving licenses, and e-registration of vehicles; which were both unleashed by Licensing Agency, in addition to registration & booking of theoretical test and road test appointments. Gitex 2009 will also see the launch of new technologies related to Nol cards; which were offered by the RTA in the context of realizing its vision of providing Safe & Smooth Transport for All across all transport modes. The Roads & Transport Authority (RTA) in Dubai has announced the completion of renovating the parking lines at various parts of the emirate of Dubai covering Nayef, Rigga, Grand Souk, Hamiryah and several patios in the vicinity of mosques (Jumeirah Grand Mosque), and parks (Safa Park). The process is part of a plan to renovate the ground markings at various patios, parking spaces, and roads as well as residential & industrial areas in the emirate as a means of enhancing road traffic safety, and realizing RTA vision of providing Safe & Smooth Transport for All.
According to Mr. Nazim Faisal, Director of Roads Maintenance Dep’t at RTA Traffic & Roads Agency: RTA used ceramic studs; which is highly visible, easy to install and with a lifetime extending up to 10 years. Thus it is economically viable and the RTA is considering to use it in planning all parking in the emirate.
“RTA is proceeding with maintenance and renovation of the ground lines of public parking as they are important in showing the parking slot allotted for each vehicle in order to ensure proper and safe use of the parking space and accordingly ensure optimum utilization of the parking slots in a given space. RTA will also continue with the lining of roads considering the importance of these lines to drivers as they ensure that vehicles are driven in a safe path and are therefore considered as a key tool of traffic safety that plays an effective role during both day and night.
“Over the last period, RTA has completed renovation works in several road ground lines, pedestrian crossing lines, ground arrows, and yellow boxes in several roads of Dubai such as: Academic City Road, Thaniya Rd, Manara Rd, Al Maktoum Rd, Al Wasl Rd, Doha Rd, Satwa Rd, Mina Rd, Safa Rd, Marrakech Rd, Al Ittihad Rd, Abu Baker Al Siddique Rd, Omer bin Al Khattab Rd, and Ras Al Khor Rd among others. It also covered several local roads in residential areas such as Umm Suqeim 2/3, Umm Harir 1/2, Rifa’aa, Al Wasl Rd, Al Biddae Rd, Al Hudhaiba, and Deira Business District.
“RTA is keen on providing all means of comfort and security to residents and road users in the areas witnessing maintenance works such that they can go about their daily business in a normal way. The Corporate Administrative Support Services Sector at Roads & Transport Authority (RTA) held a joint gathering with Dubai Police General HQ to introduce and promote the features and benefits of the ‘Metro Mobility Culture’. The gathering, which was held at the meeting room of Dubai Police General HQ, is part of an educative campaign initiated by the RTA to promote the culture of public transport among the various community segments and organizations. The campaign emphasizes on the mobility through the Metro; the latest and most exciting transport mode in the emirate of Dubai, and highlights the importance of encouraging government employees to use it.
“RTA assigns great importance to Dubai Metro and the need to promote the culture of the ‘Metro Mobility’ as a means of travelling to various destinations in the emirate of Dubai. Therefore it is crucial to give maximum publicity to all the relevant information about Dubai Metro; particularly the core information related to the fares, lines, stations, headway, and hours and Nol cards” said Peyman Younes Parham, Director of Marketing & Corporate Communication Dep’t at RTA Corporate Administrative Support Services Sector.
“The Marketing & Corporate Communication Dep’t has taken all measures and precautions related to delivering the knowledge and information about Dubai Metro through a series of far-reaching promotional campaigns launched before the metro is operated.
“These joint introductory gatherings are extremely important particularly in this timing. We have held several joint introductory gatherings with many authorities, departments and organizations in Dubai. This joint gathering with Dubai Police General HQ, the standing strategic partner of the RTA, is part of our plans to promote the metro culture among the widest possible number of official bodies and organizations. Earlier gatherings have been held with the Ministry of Education, Dubai Water & Electricity Authority, DP World, and the Islamic Affairs Dep’t. Similar gatherings are planned to be held in future with Dubai Municipality, Dubai Airport, Dubai Holding, Emaar, and Nakheel.
“The public is very much in need of sufficient information feed about the metro and the enjoyable mobility associated with this new transport mode; the safest and fastest for reaching the intended destination that saves commuters from driving woes and traffic jams. For his part H.E. Major General Abdul Rahman Mohammed Rafee, Director General of the General Department of Community Services at Dubai Police General HQ, expressed his delight with the successful inauguration of Dubai Metro; a historical event that will have lasting memories as it came at a time where Dubai heavily needs such a vital mode of transport. “Through launching Dubai Metro, RTA has given a generous offer to road users towards facilitating their daily travels. The General Department of Community Services at the HQ will exploit the media to inform the employees of Dubai Police General HQ on all the information related to Dubai Metro” he added.
The joint introductory gathering was attended from the General Department of Community Services by the Director General H.E. Major General Abdul Rahman Mohammed Rafee, Deputy Director General Brigadier Mohammed Saeed Al Murri, Director of Quality Control Office Colonel Humaid Al Ansar, Director of Security Awareness Dep’t Lt. Colonel Dr. Jasim Khalil Merza, Director of Ceremonial and Protocol Dep’t Lt. Col. Mohammed Rashid Abdullah, Director of Administrative Affairs Dep’t Major Yousef Al Loghani, and the Head of Partnership Dep’t Zaid Al Sabooni. It is worth noting that RTA's Rail Agency revealed that 43,983 passengers had been lifted on Sunday (Sept 27), across the 10 stations on the Red Line of Dubai Metro, pushing up the total number of passengers served by Dubai Metro since its inauguration on 090909 to 1,062,013 passengers.

Dubai Metro broke the one million passenger barrier on Saturday (Sept 26th), according to the statistics compiled by Rail Agency at Roads & Transport Authority (RTA) which revealed that 52,956 passengers have been lifted between the 10 operating stations on the Red Line pushing the total number of passengers who travelled on Dubai Metro since it was launched on 090909 to 1,018,030 (One Million, Eighteen Thousand & Thirty) passengers in 16 days only.
According to the Director of Marketing & Corporate Communication Dep’t at RTA Corporate Administrative Support Services Sector Peyman Younes Parham, Mall of the Emirates Station topped the list by serving 192,585 passengers during the period from 09/09 to 26/09, followed by Rashidiya Station (147,741 passengers), Khalid bin Al Waleed Station (138,720 passengers), Nakheel Harbour & Tower (122,997 passengers), Al Ittihad Station (108,467 passengers), Deira City Center (99,871 passengers), Financial Center Station (70,973 passengers), Rigga Station (62,621 passengers), Jafliaya Station (41,674 passengers), and Airport T-3 Station (32,381 passengers).
Peyman called on the Metro users to be considerate, avoid rushing to get on board the metro, and carefully read the tips prepared by Rail Agency specialists; which are meant to maintain the safety of all passengers. He also called on them not to make crowds at the front of the metro doors, as it is a prime and direct reason for slowing down passenger alighting and boarding process.
“The success of Dubai Metro is a real success to the city of Dubai and a true manifestation of the bustling passenger traffic. What we see now is a strong evidence of the massive urbanization witnessed by the city of Dubai in all fields culminated by the launch of Dubai Metro which has succeeded in attracting commuters who opted to select the metro as a key mobility mode. The metro also contributes to the reduction of gas emissions from vehicles & motorbikes, helps preserve the environment, and creates a fun atmosphere during mobility.

Dubai – United Arab Emirates: Marine Agency at Roads & Transport Authority (RTA) has completed the electronic fare collection system project of the Water Bus, plus e-gates for special needs persons, at a cost of 11 million dirham.
According to Hussain Al Saffar, Director of Operation & Maintenance Dep’t at RTA Marine Agency, the project was started in July 2007 and covered the provision of electronic fare collection system at 8 stations of the Water Bus; namely: Seef Station, Bani Yas Station, Sabkha Station, Deira Souk Station, Dubai Old Souk Station, Bur Dubai Station, Shindagha Station (Heritage Village), and Creek Park Station.
Al Saffar explained: “The automated fare collection service has started with the launch of Dubai Metro on 090909 and the system is operated through two specialized systems; the first one is installed all over the eight stations and operated by customer service employees for issuing Nol Silver Cards and Nol Red Tickets only. Later on, users will be able to buy and use Nol Blue Card following submitting of applications in person to Customer Service employees at the 8 water bus stations.
He continued: “The second system is an e-gate fitted with mechanical rods and interfaced with the Nol Card Reader. The design enables the use of special needs persons, allows for the passage of luggage, and the e-rod can be dismantled in emergency cases to ensure free passage of water bus users. The fare is automatically deducted once the user passes through the gates at these eight water bus stations. All Nol Silver, Blue and Gold Cards are sold at these eight stations, but Nol Red Tickets are obtainable from the Customer Service offices at the water bus stations.
“Nol Cards automated fare collection system is a turning point for the public who will be able to use other integrated public transport modes i.e. the metro and public buses. Through this unified card, passengers can travel smoothly using this card in all public transport modes as well as paid parking zones; which in turn will enhance the use of the water bus and other mass transit modes” added Al Saffar.
The Director of Operation & Maintenance Dep’t at RTA Marine Agency finally remarked: “The automated fare collection system of the water bus will work side by side with the old fare system till the quantity on offer at the water bus stations is sold out”.

Roads and Transport Authority (RTA) launched a virtual transport portal of Dubai Metro; a new strategic initiative intended to bolster RTA efforts to expand and widen public transport network, and apply modern technology to achieve multi modal integration of public transport modes spanning Dubai Metro, public buses and other water-borne transport means. An announcement to this effect was made in a press conference held yesterday in the presence of Abdullah Al Madani, CEO of RTA Corporate Technical Support Services Sector, in addition to several RTA directors & managers, and a large gathering of media representatives in the UAE.
Al Madani elaborated on the website saying: “The underlying objective of launching this virtual transport website is to access a large segment of the public, enlighten them about the integrated benefits of Dubai Metro; which is the best, safest and most comfortable public transport mode, and encourage them to use the metro instead of their private vehicles. The website will also provide information to the public about the metro as well as other transport modes of the RTA. In a broad sense it could be viewed as an educative electronic tool about Dubai Metro; which was successfully launched on September 9th, and an effective tool for enhancing the profile of the RTA across the community as a provider of integrated public transport systems.
He continued: “The virtual transport portal comprises several means & tools which include the Virtual Metro; a 3-D simulator replicating a multi-user virtual transport environment where every user can explore four types of metro stations with distinctive designs echoing the four elements of nature: Fire, Water, Air & Earth. Through this website, the user can have a rich experience of these stations, get acquainted with the natural environment of stations in a proactive manner through exploring a semi-virtual reality version of trains, and commute across a colorful range of stations; serving as cross points to various destinations in the emirate.
“The website includes a tool that provides a graphic representation of all features of Dubai Metro, as well as the integrated public transport systems, to serve all segments of metro users” he commented.
“To provide fun in surfing the virtual transport portal and enhance users’ interaction with the website tools, Al Madani said: “The website includes games and quizzes revolving around the concept of virtual transportation in order to have the visitor stay tuned. Brain teaser riddles & trivia will surely challenge your knowledge about the metro, and at the same time provide a creative learning environment. These quizzes have been crafted to match with the mental abilities and knowledge of kids, youth and adults, and we are confident that such experience is capable of attracting you to come back to participate and learn even more”.

H.E. Mattar Al Tayer, Chairman of the Board and Executive Director of Roads and Transport Authority (RTA), announced the opening of all bridges leading to the entry and exit points of the parking lot attached to Rashidiya Metro Station as of 09/09. The bridges opening, which is synchronized with the emirate’s celebration of Dubai Metro launch, will ease the traffic flow from and to the parking lot of Rashidiya metro station, which has a capacity to house 2700 vehicles.
Al Tayer stated that the project whose cost topped 698.9 million dirham included construction of directional ramps at the intersection of Emirates Road and Khawaneej Road, in addition to two bridges at Khawaneej Road, with a combined length of 2.5 km.
“This project has been undertaken as part of RTA drive to upgrade key roads network in the emirate and link them with the parking lots attached to metro stations. RTA is stepping up efforts to implement several road improvement projects, and widen key and arterial roads in the emirate as envisioned in RTA Strategic Plan over the next few years” said Al Tayer.
He added: “Rashidiya Station is a key station as it is the starting point of Dubai Metro Red Line. The station measures 130 meter in length and 30 meters in width, and has a capacity to handle 11,000 passengers per hour per direction. The Station has two entry points fitted with escalators and lifts to ensure smooth passenger traffic in & out of the Station, along with a parking lot to accommodate 2714 vehicles so as to lure motorists to use the metro in their mobility within the emirate of Dubai.
“The ground floor of the parking building is designated for feeder buses, and the design of the building has been customized to accommodate articulated and double-deck buses to ensure smooth bus traffic and the ability to handle several buses at a time. The building is also linked with a footbridge linking the other side of the road with the metro station such that it won’t take more than 3 minutes to walk from the farthest parking slot to the entry of the Station. The building has also been equipped with all safety requirements needed for passenger traffic within the parking lot.
“Undertaking such projects highlights RTA efforts to provide fast and smooth roads network for commuters to access Dubai Metro stations; which is part of the master plan to upgrade mass transit modes in the emirate and attract new riders, thereby ease road traffic congestions and raise the percentage of trips made by public transport modes from 6% to 30%. Such objective could only be realized with the provision of top quality mass transit modes at affordable cost and with a wide geographical coverage to compete with private vehicles. More efforts are also needed to raise the public awareness, orient the culture of using mass transportation of the community, and foster the integration with multi-modal transport such as public buses, Dubai Metro and marine transport” said Al Tayer in a final remark.
